The settlement opens up a public process for a master developer to step in and build a project that's consistent with a reuse plan for Point Molate adopted in 1997. That plan allows up to 670 residential units with 70 percent of the land reserved for open space, said Alex Knox, the mayor’s chief of staff. It would also require the developer to preserve historic buildings in the Winehaven Historic District.
