Sculley conditionally OKs apartment project next to Hays Street Bridge; overrides HDRC recommendation

The contentious apartment project next to the Hays Street Bridge, known as The Bridge, has been approved by San Antonio City Manager Sheryl Sculley, subject to meeting several conditions, despite the Historic and Design Review Commission having twice recommended rejecting it.
